年金改革至今爭議未平，全國公務人員協會理事長李來希，今(20)日出席立法院行使考試院副院長被提名人同意權全院委員會公聽會前表示，所有的年金改革方案，「坦白說，就是一個刪字」。年金改革要有大格局、前瞻性，文官制度一旦崩解，受害的將是全國勸敗民眾。
李來希指出，目前所有的方案不止沒有精算方案，還都是減法的方式在施政，要提高費率、降低給付、延後退休，或提早退休延後請領，坦白說就是一個減字，一個刪字，完全沒前瞻性，
李來希說，犧牲了上一代及這一代，說要成全下一代，等下一代長大又要被犧牲一次，因為15年20年後還是要破產；目前丟出來的方案，受傷害的不是上一代、這一代，而是下一代及年輕的一代，「說要照顧年輕人，照顧在哪裡？」
對於考試院副院長人事案，李來希說，希望能選對的人做對的事；過去這段時間，考試院未盡憲法所規定的職權，卻率先傷害公務員升遷和退休權益，「我們希望文官體系能建全，因為文官制度一旦崩解，受害的將是全國民眾」。
李來希表示，今天整個癥結都在文官體系被不當掌權侵蝕體驗，執政者不當干預考試權的獨立運作，任何一個考試權都是獨立行使，但一旦利用民粹壓制法治聲音，這不是國家的福氣。
李來希感慨的說，現在的情況就是主政黨干預的結果，不聽話就用威脅，再不聽話就蠻幹，但相信民眾的眼睛是雪亮的，台灣社會已是開放的社會，大家都有眼睛可以看，耳朵可以聽，如果執政黨硬要橫柴入灶，相信未來的選舉就會顯現出來。
他認為，不管大家對目前的制度是否滿意，但法制就在那裡，法官依法審判，行政人員依法行政、立法委員依法立法，人民依法辦事，社會才有規矩、才有方圓，「只是在強盜堆中，要談規矩實是很難的事」，但他們仍不信公理喊不回，相信民眾都會看得清楚。
